In this sermon Revealing Jesus Christ, The primary will of God is not saving souls.  Saving souls came as the result of mankind adding a problem that hindered the primary will of God.  Before Adam sinned, God had a work to do with Adam.  But then Adam sinned, and a secondary will of God came into being, that of saving souls from sin.

God's primary will was to manifest His Spirit through the physical universe.  But since sin came into being, God put that will on hold and had to deal with sin first.  Salvation from sin began, to recover mankind from sin and to bring him back to the place where God can commence with his primary will once again that was put on hold.
