People saw His blood on the cross. But a spiritual and unseen place also exists where His blood was located. Not many understand or even know about that second aspect of the blood. There's a reason so many can have their sins washed and forgiven. It is because they understand and accept the shed blood on the cross. But there's a reason so many of the very same people do not live in victory. It is because they do not appropriate the sprinkled blood on the mercy seat. They are also, not even aware of the work that continues in heaven that we might live a heavenly life of victory.
